Procurement Requirements
I. Project Overview
1. Venue Overview: The China Animation Museum (hereinafter referred to as "CAniM"), the nation’s first state-level animation-themed museum approved by the National Radio and Television Administration and the China Animation Association, integrates exhibition, collection, education, hands-on experiences, and academic research into one comprehensive institution. It aims to become the largest, most comprehensive, and most authoritative modern animation museum in China—pioneering new standards both domestically and internationally.
2. Geographical Location: The Museum of Motion Pictures is situated at No. 375 Baima Lake Road, Changhe Subdistrict, Binjiang District, Hangzhou City—specifically on an island to the east of the Animation Plaza in the Baima Lake Eco-Creative City. The planned site covers 2.77 hectares, with the main building spanning approximately 30,167 square meters.
II. Service Details
1. Instructional Services
(1) Responsible for providing exhibition tour services throughout the museum.
(2) Participate in the drafting, revision, and arrangement of explanatory texts, among other tasks.
(3) Assist the competent authorities in conducting public science education activities.
(4) Other tasks related to interpretation services.
2. Venue Services
(1) Responsible for handling calls at various information desks throughout the museum, providing service inquiries, managing lost-and-found items, issuing missing-person announcements, and offering other convenient services.
(3) Responsible for recording, organizing, and providing feedback on visitor reception and information management.
(2) Responsible for tasks such as locating, lending, and organizing books in the anime library.
(3) Responsible for providing guidance on the use and operation of various multimedia and interactive exhibits in the exhibition area, as well as overseeing order and ensuring smooth operations.
(4) Responsible for conducting patrols and inspections in theaters, managing access control at entrances and exits, guiding audiences, and maintaining order.
(5) Responsible for the daily, basic operation and maintenance of theater facilities and equipment, as well as tasks like cleaning and sanitation. Also assists in supporting theater performances, cinema screenings, and event logistics.
(6) Responsible for coordinating and communicating with suppliers providing maintenance and upkeep services for theaters, cinemas, and exhibition area facilities and equipment; promptly addressing all types of software and hardware malfunctions; and ensuring the timely implementation of various maintenance and servicing plans.
(7) Assist the safety management department in properly and appropriately handling various emergency situations.
(8) Other tasks related to venue services.
3. Security Officer On-Duty Service
(1) In accordance with museum security officer management requirements, provide daytime supervision and inspection by security officers, as well as nighttime security officer on-duty services at the venue. Ensure that security officers fulfill their responsibilities and diligently maintain accurate duty logs.
(2) Other tasks related to the security officer's on-duty services.
III. General Requirements for Service Personnel
The China Animation Museum is the nation’s first "state-level" museum dedicated to the theme of animation, housing, displaying, and showcasing a wide array of scientific, interactive, and visually captivating animation-related exhibits. It also features complementary functional areas such as a merchandise exhibition and sales zone, a cinema theater, a library, a café, and a restaurant. The museum maintains rigorous standards for professionalism, safety, and operational excellence, while striving to provide visitors with services that are professional, efficient, attentive, and thoroughly thoughtfully designed.
(1) The purchaser shall centrally manage the outsourced service management organization established by the successful supplier.
(II) The successful supplier shall, based on the actual needs of the Museum of Dynamic History, establish comprehensive regulations governing the management, recruitment, training, and performance evaluation of its specialized technical service personnel. Prior to implementation, these measures must be reported to the purchaser for approval before proceeding.
(III) The purchaser has direct involvement and approval authority over decisions related to the establishment of certain key positions, as well as personnel recruitment and management. If deemed necessary, the purchaser may also review the financial status and financial statements of the successful supplier.
(4) When handling special, emergency, and sudden incidents, the purchaser has direct authority to command the personnel providing specialized technical services.
(5) The specialized technical service personnel provided by the winning supplier must be stationed permanently at the venue.
(6) The successful supplier must ensure the uninterrupted, continuous, and professional delivery of services, appropriately allocating and scheduling the types and numbers of personnel to meet the purchaser’s requirements.
(7) The winning supplier must conduct thorough political reviews of all hired personnel to ensure they have no criminal records.
(8) Employees of the winning supplier must adhere to uniform attire and professional conduct as required by their respective roles, paying close attention to their appearance and public image. Additionally, certain positions with high-profile responsibilities may have specific requirements regarding physical attributes, such as body shape and height.
