The provisional import tariff rate refers to a more favorable tax rate applied by the government to certain key raw materials and mechanical & electrical products essential for industrial and agricultural production. A trading company in Shenzhen has entrusted our company to declare PC/ABS granules, model AC2300, of a certain brand to Shenzhen Huanggang Customs. During the review of the declaration details provided by the client, our customs broker noticed that the reported composition—28% PC and 68% ABS—contradicted the product code 390740000. After verifying with the company’s operator, it was confirmed that the actual composition of the granules was correct; the discrepancy arose because the operator had mistakenly entered the wrong code. The correct code should have been 3903309000. Further investigation revealed that when the company initially imported this same model of granules from Guangzhou, they had consistently used the incorrect code 390740000—and had done so under the ECFA tariff-free import arrangement. This meant that, compared to the proper classification, there was a 6.5% tariff difference. In response, our company promptly issued a risk alert to the enterprise. Recognizing the seriousness of the issue, the company quickly took corrective action, effectively mitigating potential customs clearance risks.
